Homelessness Prevention and Rapid Re-Housing Program

Kane County has been allocated a one-time funding of $517,394 by HUD to provide financial assistance and services to either prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized.
Kane County is currently in the process of applying for and selecting agencies to use this funding. At this time funding is not available to citizens.
Requirements for Kane County to Apply for HPRP
Kane County was required to amend the 2008 Action Plan to reflect the proposed uses of the new Homeless Prevention and Rapid Re-Housing funds and submit an application for the $517,394 by May 18, 2009. The Amendment for the 2008 Action Plan is below.
Eligible Uses
Financial assistance including short-term rental assistance, medium-term rental assistance, security deposits, utility deposits, utility payments, moving cost assistance, and motel vouchers.
Housing relocation and stabilization services including case management, outreach, housing search and placement, legal services, mediation, and credit repair.
Data collection and evaluation includes costs associated with operating HUD-approved homeless management information systems for purposes of collecting unduplicated counts of homeless persons and analyzing patterns of use of HPRP funds.
Process for Agencies to Apply for HPRP Funds
The State of Illinois has released the forms and submittal dates for the Homeless Prevention and Rapid Re-housing Program (HPRP). The State’s allocation to the Continuum of Care for Kane County is $1,118,345. The Continuum of Care for Kane County includes the Cities of Elgin and Aurora and the rest of the municipalities and unincorporated areas of Kane County. The deadline for Continuums to submit the application and recommendations to the State is July 10, 2009.
Kane County will also be using the Continuum of Care Steering Committee for making funding recommendations for the use of these funds to the County Board. The City of Aurora also received their own allocation from HUD. Aurora is doing their own process for awarding HPRP funds.
The Kane County Development Department and the Continuum of Care for Kane County are soliciting proposals from qualified not-for-profit agencies to be sub-recipients for the use HPRP funds. The Steering Committee for the Continuum of Care for Kane County will review the proposals and make recommendations to the State of Illinois regarding the use of State HPRP funds and to the Kane County Board regarding the use of Kane County HPRP funds.
